Florida Lottery Clerk Arrested in Two Shocking Cases

A Florida Lottery retail clerk in Panama City is facing serious criminal charges after investigators accused him of stealing a winning scratch-off ticket and attempting to profit from it. Authorities say the case began as a routine compliance check but quickly escalated into a broader criminal investigation involving multiple allegations.

Officials with the Florida Lottery identified the employee as Rohail Akbar Khan, who worked at the Bay Food Mart in Bay County. Investigators say he used his position behind the counter to intercept a customer’s winning ticket and redirect it for personal gain.

Alleged theft of winning scratch-off ticket

According to the Florida Lottery Division of Security, Khan scanned multiple scratch-off tickets during a customer transaction. One of the tickets reportedly showed a $1,000 prize. Investigators allege that instead of returning the ticket and redemption instructions to the customer, Khan kept them.

Authorities say he later sold the winning ticket and claim details for $800. The scheme unraveled when an attempt was made to redeem the ticket at Florida Lottery headquarters in Tallahassee. The system flagged the ticket as stolen, triggering an immediate investigation.

Lottery officials worked with local law enforcement to trace the transaction back to the retail location. Khan was later arrested and taken into custody in Bay County Jail after failing to post bond set at $30,000.

Charges and expanding criminal case

Prosecutors charged Khan with dealing in stolen property, a felony, along with unlawfully selling the right to claim a lottery prize, a misdemeanor. If convicted, he could face several years in prison and financial penalties.

Investigators also noted that Khan has two additional active criminal cases in the court system. Those cases include allegations involving violent offenses such as sexual assault, aggravated battery, and strangulation. Authorities have not indicated any final outcomes in those separate matters.

Court documents describe multiple incidents tied to the ongoing investigations. In one case, authorities allege a domestic violence incident that involved physical assault in the presence of children. In another, prosecutors allege sexual assault despite the victim’s refusal to consent. The cases remain under judicial review, and Khan is presumed innocent until proven guilty.

Lottery officials respond to integrity concerns

Florida Lottery officials emphasized the importance of strict compliance procedures for retailers who handle ticket sales and payouts. They said retailers are trusted to protect the integrity of the system and ensure fair play for customers across the state.

Officials also noted that misconduct of this nature can have wider consequences beyond individual theft. The Florida Lottery funds public programs, including educational scholarship initiatives. Fraudulent activity, they said, undermines public confidence and reduces resources intended for those programs.

Security teams within the lottery system continue to conduct regular audits and undercover compliance checks to prevent similar incidents. Authorities say these efforts are essential to maintaining trust in a system that processes millions of transactions each year.

Broader implications of the case

The arrest has drawn attention to how retail lottery systems rely heavily on employee integrity. Even small points of failure, such as mishandling a single ticket, can lead to larger investigations and criminal charges.

Law enforcement officials say the case also highlights the importance of automated verification systems that flag suspicious or stolen tickets during redemption attempts. In this instance, those safeguards helped identify the disputed ticket before any payout occurred.

Khan remains in custody as the legal process continues. Court hearings are expected to determine how the multiple cases proceed, including whether they will be tried separately or combined.

Authorities say the investigation remains active and further details could emerge as prosecutors review evidence and witness statements.
